Moyes was spotted with Kroos' representative Sascha Breese in Germany last week as the pair watched Bayern beat Borussia Monchengladbach 2-0.
Speculation has heightened since that United could make a move for Kroos, who has less than 18 months remaining on his current contract.
And when asked about his future, the 24-year-old admitted he could be set to leave Munich.
"I am unable to rule anything out," Kroos said.
