Abstract
In today’s challenging global economy, leadership and strategic direction are essential for fulfilling political promises to citizens. This paper examines the National Democratic Congress (NDC) policies and recommends strategic measures for achieving success, with a focus on the social contract with the people of Ghana and the concept of a 24-hour economy. It highlights the need for cooperation among sectors such as transport, healthcare, education, security, energy, industry, and infrastructure to make this vision a reality.

Introduction
Political governance in this rapidly changing business environment requires effective leadership and competitive strategies to tackle complex economic, social, and political challenges. According to the PMI PMBOK Guide®, leadership involves guiding and inspiring individuals and groups to navigate obstacles in executing strategic initiatives.

In Ghana, the government’s role as a project leader is crucial, particularly during these challenging economic times. Under the leadership of President Mahama, the NDC aims to create a solid framework for implementing projects linked to its social contract with the people, including the introduction of a 24-hour economy for socio-economic development. This policy seeks to reduce unemployment and improve the living conditions of Ghanaians through job creation.

Leadership and the 24-Hour Economy Vision
To achieve success, strong leadership is key to meeting objectives related to scope, time, cost, and overall effectiveness across various sectors. Sector leaders must take ownership of the vision and drive its execution.

While President Mahama is expected to employ his transformational leadership skills to advance the 24-hour economy—which seeks to boost economic growth by optimising productivity around the clock—the vision equally requires teamwork among sector leaders in areas such as transportation, security, energy, commerce, services, and public safety. This can be achieved through an inter-organisational strategy.

The 2025 Budget by the NDC government will not only demonstrate commitment to achieving policy targets and restoring hope to Ghanaians but also create a platform for economic reform and the revitalisation of micro-enterprises and innovation. Programmes such as the National Coders Programme, Agriculture and Agribusiness initiatives, and the Women Development Bank, if well managed, can create new economic frontiers for the youth and industrious women of our society.

Vital issues such as healthcare access, roads, education, tools, and infrastructure development are critical to realising a vibrant 24-hour economy. By setting clear goals aligned with this vision, the Mahama administration seeks to promote accountability and citizen engagement. What is imperative now is staying focused on policy direction and ensuring effective implementation with prudent resource allocation. For example, improving the National Health Insurance Scheme (NHIS) underscores the need for accessible healthcare to support a workforce that can operate around the clock.

Defining Project Objectives, Scope, and Outputs
Good policies can fail just like bad ones. The difference lies in the clarity of project objectives, scope, outputs, and commitment, alongside aligning critical human resources for effective implementation. These are vital for actualising an efficient 24-hour economy.

For instance, if the government aims to improve public transportation, the project objectives may include increasing the efficiency of transit systems to support 24-hour access. The project scope may encompass upgrading infrastructure, enhancing service frequency, and implementing safety measures for night-time travel. Expectations are then aligned with the broader goal of improving quality of life and economic productivity.

Additionally, 24-hour towing systems, ambulance services, and mechanical support will need to be activated and enhanced.

Education also plays a critical role in the 24-hour economy. The NDC’s policies on expanding educational opportunities—especially integrating vocational training aligned with a 24-hour labour market—must be harnessed and promoted. Objectives could include developing a curriculum that emphasises round-the-clock service delivery, with the scope involving expanded learning facilities operating beyond traditional hours.

Expected outcomes would not only include improved student performance but also a more skilled labour force ready to contribute to the 24-hour economy. If we are to truly industrialise and grow Ghana—and Africa—greater attention and investment must be directed towards technical and vocational education and capacity building to support critical industries.

The National Apprenticeship Programme should serve as a catalyst for Ghana’s industrial revolution, providing a skilled labour force capable of serving both domestic and international markets.

Cooperation Between Sectors
Teamwork makes the dream achievable. To realise an efficient and viable 24-hour economy, effective collaboration among different sectors is crucial. This requires a collective strategy benchmarked against Key Performance Indicators (KPIs), bringing together industry, healthcare, education, security, infrastructure, commerce, and a robust, purpose-driven government machinery to build a system that supports continuous economic activity.

For example, improved security, transport, energy, health services, and a skilled workforce are essential for businesses operating around the clock. Collaboration ensures all stakeholders work towards common goals, ultimately benefiting the wider community. A philosophy of win-win outcomes and patriotism must guide this process—not win-lose or lose-lose scenarios.

The NDC government’s focus on creating partnerships between the public and private sectors, both locally and internationally, is also crucial for making this vision a reality. Through public-private partnerships (PPPs), the government can mobilise resources and expertise, encouraging innovation and better service delivery.

State enterprises must adopt a new competitive business mindset, driving profitability, creating opportunities for job creation, and contributing to economic development while competing at regional and international levels.

Conclusion
For President Mahama to achieve his revolutionary vision of transforming Ghana into a 24-hour economy—and meet the expectations of the Ghanaian people and investor community—it is crucial to acknowledge that this is a daunting but attainable task. Realistic goals and critical investments of time, finance, human resources, and unwavering commitment from sector leaders and team members are essential.

Setting clear goals and defining government initiatives are vital for success. By ensuring solid governance and project management practices, promoting transparency, and fostering teamwork among sectors, the NDC government can turn its promises into tangible benefits for all Ghanaians.

This leadership approach will build trust among citizens and drive the country towards lasting economic growth, fulfilling the social contract, and improving the quality of life for everyone.
