Barcelona are ready to appeal to the Court of Arbitration for Sport (CAS) to provisionally register Arda Turan with the Spanish Federation (RFEF) if FIFA once again deny the club authorisation to do so later this week.
Turan signed with the club this summer, but has been unable to play as Barcelona continue to serve a FIFA-imposed transfer ban after being found guilty of multiple breaches of the regulations regarding the signing of foreign youngsters.
Barcelona will first present another appeal to FIFA's Appeals Committee seeking confirmation that the club has completed the two-window ban, after an initial appeal in September was rejected.
In the likely event that FIFA does not overturn its original ruling, a report by Spanish news agency EFE -- citing club sources -- suggests that Barcelona will then take their case to CAS in Lausanne, Switzerland, seeking the right to provisionally register Turan in the Spanish Primera Division and to confirm that the club has complied with and completed the imposed FIFA ban during the past two windows.
Turan would be registered as a replacement for Rafinha, who suffered a knee injury and is out for up to six months as he recovers.
CAS could take as long as eight months to reach a verdict on the matter, but Barcelona's principal objective is to have the body give an initial confirmation that the club is right on the matter, according to the report.
If the appeal works out in Barcelona's favor, the club hopes that Turan would be able to make his first appearance by either the end of November or the beginning of December.
Barcelona will also ask CAS to recognise that their underage players are also able to register, train and live at the club's La Masia academy campus.
