The former Chief Executive Officer of the National Health Insurance Authority, Ras Boateng is to be charged for willfully causing financial loss of four million Ghana cedis to the state. Citi News sources within the NHIA say Mr Ras Boateng would soon be dragged before court to account for monies expended under his watch. The said anomalies are contained in an internal audit commissioned by current Chief Executive Officer, Sylvester Mensah. The report, according to Citi News has about 21 findings under the theme SUMMARY OF SIGNIFICANT FINDINGS. The station quotes its sources as saying that the said amount was cashed at ECOBANK on December 12 2008 in the heat of the general elections. It said the NHIA is reluctant to prosecute the matter though the report was presented a few months ago. Some aspects of the report alleged that the former CEO presided over a flawed accounting system at the authority, which led to loss of huge sums of state revenue. For instance one of the audit findings states that the cash officer at the authority could not account for an amount of two thousand, seven hundred and Ninety two Ghana cedis being cash book balance for January 2008. It also reports that large sums of monies being allocations for fuel could not be traced. Part of the report says there exist little or no documentation and records on some investment transactions leading to loss of audit trail on some of the investments. The audit revealed that in the specific instance of the four million Ghana Cedis, Ras Boateng did not seek the approval of the board before it was withdrawn from the accounts of the authority.
