The first round of the prelims is set to be played between August 16 and August 25 while the second round is scheduled for September 13 and 22.
Winner of the tie will either Algeria's CS Constantine or Police FC of Rwanda in the second round for a slot in the group stages.
"You carry the aspirations of over 30 million Ghanaians and I will urge you to keep the focus and take your training seriously," President Simeon-Okraku told the players and technical staff.
"Playing in Africa comes with enormous benefits. It is my fervent hope and prayer that you will raise the flag of our country high as you embark on this adventure."
"Medeama and Dreams did very well last time and we're confident about your prospects in the CAF Confederation Cup."
Dreams FC reached the semi-finals of last season's competition by becoming the first Ghanaian side to achieve the feat since 2004.
