Chief Policy Analyst of the Ghana Institute of Public Policy Options says that wastage of capacity has been one of Ghana's biggest challenges.
Speaking on the Kwame Nkrumah Memorial Day edition on Joy FM's Super Morning Show, Dr Charles Wereko-Brobby said the development of human capabilities and capacities is crucial to the country's development.
Even after these human capacities are developed, he said that one other major challenge is retaining that capacity, which the country lacks.
"We are now dealing with a brain drain, which is taking the best people. You cannot. Even if you dream, you cannot realise that dream unless you have the human capacity to do the necessary things which makes that dream possible."
He said that even though the slave trade era is over, there seems to be an issue of brain drain in the system, where well-educated Ghanaians tend to practice their expertise outside the shores of Ghana.
"Probably 85 of every 100 doctors we train are no longer in Ghana. Or a similar set of numbers of engineers and all the people who solve problems.
"There has been a very nice way in which the old colonies have been able to entice simply our best brains away from here."
He emphasised that "Even if you dream, you cannot realise that dream unless you have the human capacity to do the necessary things which makes that dream possible."
He further indicated that the country will fail to realise its dreams if it continues to lose its best brains, and the best hands, and the best skills.
