Uganda's President Yoweri Museveni is being sworn in on Wednesday for his sixth term.
He won re-election in a disputed poll in January.
Security has been increased in the capital, Kampala, ahead of his inauguration. Several heads of states have already arrived for the ceremony - including from Burundi, South Sudan and Somalia.
On Monday, the police said more than 40 people had been arrested for planning to disrupt the ceremony.
Troops have surrounded the home of Robert Kyagulanyi popularly known as Bobi Wine, who was the election runner-up.
They are also deployed at the home of the opposition figure Kizza Besigye - even though he says he left Uganda a month ago.
