The Dean of the Law Faculty at University of Professional Studies, Accra (UPSA), Ernest Kofi Abotsi says the desire to exploit the powers of Parliament is the reason for the scuffle that ensued in the House on January 7, 2021.
Speaking at the One Ghana Movement Constitutional Day lecture on Monday, Mr Abotsi said the notion of a majoritarian rule by legislators continues to mar the progress of the country.
"Majoritarian rule deprives the country of quality progress as arguments win nothing but loses all grounds to the majority in their presence. Majoritarian rule also destroys any chance of compromises and the protection, preservation of the interest of Minority," he said.
The UPSA Law Faculty Dean said this system of governance practised aims to stifle the policies presented by the Minority as the Majority always takes the victory.
"It has virtually been the norm in Parliament that Majority can have their say as the Minority bid to have their way.
"Majority have tended to exploit their power without appealing to the moral qualms moderating the exercise of power," he stated.
His comments follow gross misconduct by Members of Parliament during the election of a Speaker for the 8th Parliament.
The day witnessed the destruction of state property by the NDC MPs-elect. Also, the Tema West MP-elect, Carlos Ahenkorah was caught snatching ballot papers and dashed off to the nearest exit.
Ernest Kofi Abotsi stated that a review of the constitution may possibly not be the sole solution to such actions exhibited by the legislators.
