Energy Minister rebuffs Wereko-Brobby

The Minister of Energy, Joseph Kofi Addah says accusations that government failed to take immediate action to deal with the energy crisis are unfounded. The former Chief Executive of the Volta River Authority, Dr. Charles Wereko-Brobby on Monday took a swipe at government for failing to find immediate solutions to the energy crisis and instead talk about future plans. Energy Minister however says Dr. Wereko-Brobby got it all wrong, explaining that his Ministry took immediate steps to resolve the problem in the short term, at the start of the crisis in August last year. He said a series of programmes including the load management, energy conservations plans and other pragmatic measures were rolled out to deal with the problem immediately. Dr. Charles Wereko-Brobbey had said that when the energy crisis started, the government did very little to solve the problem except to tell Ghanaians of long term programmes including the construction of the Bui Dam Project and other thermal arrangements. But Mr. Addah who spoke on Joy FM's Super Morning Show on Tuesday said the situation would have further deteriorated if no immediate steps were taken. He said the load-shedding was resorted to while the possibility of bringing in additional generation was considered. He however cautioned critics to be wary of the existence of the Procurement Law which required that due processes are pursued. “We have procedures within the system to go through to be able to get certain things required installed and commissioned and until these things are exhausted, one can’t just go off the shelves and pick the things and put them in function mode.” Mr. Addah agreed with Dr. Wereko-Brobbey that a transmission company established by law should come on stream to enable the VRA concentrate on its core job of generating electricity. He said that company will come into being soon. He however disagreed with Dr. Wereko-Brobbey that generators being procured to deal with the situation in the short term were ‘toy machines’. The Energy Minister said the procurement of the generators is costing the nation several millions of dollars and they will be kept for future contingencies. Meanwhile, the government has suspended the relocation of the Osagyefo Barge from Efaso in the Western Region to Tema to be supplied with gas from the West African Gas Pipeline. Mr. Addah says the decision was taken after the government failed to raise the needed funds to do the transfer. Plans to relocate the barge to Tema was mooted last year after the crisis began but it faced resistance from the chiefs and youth of Nzema. They argued that the relocation was going to deprive them of their economic activities. Mr. Addah told Joy FM the decision to suspend the relocation is also partly due to climatic situations rather than political considerations.
